USA legal drinking age

Please tell m about the percentage of 16-year olds who have used alcohol, although the legal drinking age is 21. Is it true that the average is 60 percent? If so, it really correlates with the legal age as in Europe where countries have a lower legal age teenage drinking is as high as 90 percent (U.K. legal age is 18). In Malta the legal drinking age is 16 and the percentage goes as high as 92.
