These translations are fine, but if you wish the more literal meaning, it is as follows: “A sleeping serpent should never be tickled.” “Titillandus” is a future passive participle (i.e., the gerundive). The other translations here did not reflect this literal morphological aspect. “Draco” may be translated as “dragon” or “large serpent,” but as one commentator suggested, in the context of Harry Potter it means serpent.
